AZ GOVERNOR Exec Order 33 042920 Amending the Stay at Home Stay Healthy Stay Connected
Attention: City of South Tucson Restaurant and Business Owners,
Provided is an update and summary relating to Governor Ducey press conference regarding Executive Order #33 issued on April 29, 2020, Amending the Stay at Home Stay Healthy Stay Connected https://azgovernor.gov/executive-orders.

In short, the Governor plans to continue to put public health first and take a step-by-step approach to reenergizing our economy guided by facts and health officials.
Key Provisions of Executive Order 2020-33 - Returning Stronger
- Extends a revised "Stay Home, Stay Healthy Stay Connected Order" until May 15, 2020
- Gets more retail businesses up and running by specify that retailers may:
- Offer curbside, walk-up, and/or in-store service by appointment starting on Monday, May 4
- Offer in-store sales after establishing and implementing protocols and best practices to address COVID-19 beginning Friday, May 8.
I recommend reading the executive order thoroughly. We continue to recommend referring businesses to the Centers for Disease Control and Prevention to plan, prepare, and respond to COVID-19 (business guidance here) https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/businesses-employers.html . In addition to retail locations the Governor announced that guidance for dine-in restaurant reopening will be released next week.
Other Governor's Office Updates
As a reminder: The Paycheck Protection Program and Health Care Enhancement Act signed into law last week extends funding for PPP. Small businesses should apply ASAP. ADHS Updates:
- ADHS, in partnership with Governor Ducey, announced https://www.azdhs.gov/director/public-information-office/index.php#news-release-042720 the Arizona Testing Blitz, a three-day event to increase COVID-19 testing in Arizona on May 2, May 9, and May 16. Additional partners are expected to be added as the week continues. An up to date list of participating sites will be available at www.azhealth.gov/testingblitz.
- FAQs regarding the process to resume elective surgeries are now available on the ADHS website at https://www.azdhs.gov/documents/preparedness/epidemiology-disease-control/infectious-disease-epidemiology/novel-coronavirus/healthcare-providers/waiver-faq.pdf . These are meant to accompany the exemption request form at https://docs.google.com/forms/d/e/1FAIpQLSdajNyyobE_tOUF66SQ_-8-0Xmxp46MCCswGPfVCuvfPTHhaA/viewform.
- ADHS continues to get questions about antibody (serology) testing. At this time, it is not known whether a positive test demonstrates that an individual has immunity to COVID-19. For this reason, it is important that Arizonans who have a positive antibody or serology test continue to take precautions to prevent becoming infected with COVID-19. ADHS is working with UofA and other partners to better understand antibody testing and how it can best be utilized as a tool for diagnosis or evidence of immunity.

Also of note, only a handful of serology tests are currently approved by FDA. These are listed on the FDA website at https://www.fda.gov/medical-devices/emergency-situations-medical-devices/emergency-use-authorizations#covid19ivd , which is routinely updated.
